Born in Detroit, Michigan ca 1921. Foy began his radio career at Detroit station WJLB, then WXYZ. In 1942 he was drafted to serve in the armed forces during WWII. Following the end of the war, he worked at CBS in Hollywood briefly before returning to WXYZ-Detroit until the early 1960s when he moved to New York where he began working as a summer relief announcer for ABC, later a full time staff announcer.
