Born in East McKeesport, Pennsylvania 7/24/1907; died 9/12/1975 in Malaga, Spain. Riggs was educated at Juniata College in Pennsylvania. He began his radio career in 1925 as an announcer at KDKA-Pittsburgh.

One of two announcers for the syndicated radio series, Jungle Jim (1935-1954). Riggs became an NBC network announcer in 1938, and when RED and BLUE split in 1945, he stayed as an ABC announcer.

Announcer for ABC-TV programs including Make Me Laugh (1958). Riggs retired in 1972 after spending 29 years with the ABC Radio-Television Network and moved to Malaga, Spain.
